Unanswered: Donations by PSUs.

PSUs are regularly funding projects through donations/sponsorship. The ultimate use/benefit of which are seldom reported back by the recipients. Can the Govt. make it mandatory by the recipient to give a voluntary disclosure of fund utilisation statement for open public view ? To remove the small beneficiaries , Rs.5.00 lakhs in each case of donation received,may be the starting point to provide such statements.

Is there any law in that regarding obligating donation beneficiary to disclose such details??

I believe the only information which can be asked under RTI from PSU is the basis for such donation.

There is no law as such , only guideline is there that the recipient body is to provide the audited statement for the same. However, in the absence of any fiscal discipline in the same , these guidelines are seldom followed and there are chances of fiscal indiscipline and misappropriations. Of course the real genuine ones like The Rama Krishna Missiion etc bodies immediately provide 80G certificate for the same , which takes care of the PSUs interest. There are lots of NGOs where donations/sponshorships are made , based on recommendation from the Ministries , who flouts all norms. The recourse available for all those cases require debating and laws.
