    Default emergency quota for railway resevation

    dear sir,
    i was going to travel on 29/04/2009 to delhi by august kranti with waiting list no 44 on day of booking [ 14/04/2009]. my ticket did not get confirmed but fromm 45 to 132 got confirmed the answer given to me by divisional railway manager commercial was that they were confirmed by emergency quota cell churchgate. i would like know from you what can be emergency for these 87 passengers [ from 45 to 132 ]. do they have to write to divisional manager for emergency. who decides about emergency. all 87 boarding from bct as emergency passenger.
    i fail to understand under which act i should ask incharge of emergency quota cell.

    If you have time and effort to spare, using RTI, ask the name and address of all those 87 passengers, and also against whose authorised quotta they were given Emergency quota and the type of emergency for which each of these tickets were issued. Another doubt of mine is that the Divisional Manager is not likely to have a quota of 87 tickets in one particular train. If the office is closeby you may even inspect the applications of 87 passengers who sought emergency quota. You have touched one vital field of corruption. If you can press the issue further, it can asrrest corruption on this line to certain extend at least for some time.

    In every train and in every class there are certain seats categorised as Emergency Quota. It is the nomenclature of the Quota. Allotment is based on specific requests. Priority & allotment is decided based on clear-cut policy guidelines. It cannot be categorized as corrupt practice.

    I Rajesh Kumar booked my ticket form Hyderabad to Vizag on 05/10/11 in Godavari, as on emergency basis i have booked my ticket PNR No. is 1352319696 and current W/L is 300 kindly consider an drelease the above mentioned details on high priority please do the needful, Regards Rajesh

    Details of allotment made under this quota in train no.12555 on 24/11/13.
