to whom i against 2nd appeal

I ask information from Ministry of agriculture and one of its subordinate Office. The CPIO on Ministry of agriculture transfer my application to the sub ordinate office. But I could not received information neither from CPIO or sub ordinate Office. Than I appeal to FAA of Ministry of Agriculture. FFA send me back that the sub ordinate Office have independant CPIO and FAAm so you ask the information from there and appeal there. and also instruct to the sub ordinate office to provide information to me. now 2 months over, I could not received any information from mininstry of agriculture and Its sub ordinate Office. Now question is :
I wants to go for 2nd aaeal in CIC. But who are the parties ?
FAA of Ministry of Agriculture
CPIO of Ministry of Agriculture
or
FFA and CPIO of sub ordinate office.
