Need Help: Reg transfer of Patta -- Chennai

I recently purchased 1 ground within Chennai City, I verified the original patta, documents, ec, land possession, measurements ... everything was fine and had a legal opinion obtained.

Now when I go to the taluk office w.r.t transfer of patta, the surveyor for this area says post the patta issued to previous owner there has been another subdivision done within the land and that he will give patta only for the remaining land...actualy my plot is of dimension 46 x 54 (frontage 46ft)...there is another land behind our land and according to earlier subdivision there has been 5ft alloted as passage to the previous land. There seem to be some mishappening around here...what the surveyor is mentioning is that the ealier 5ft passage is not valid and there has been another subdivision detucting 4ft from our land as passage to the behind plot. He is asking us to give a written letter stating that we will accept patta as per current government record and that he will give patta for 42 ft.

My simple question is
1. Is it possible to subdivision a patta land owned by a private individual and then state the new subdivision belong to government?
2. Can I apply thro' the RTI act asking how this patta land was subdivision post issuing the earlier patta and records prevailing to the same?

yes land subdivided can be assigned new number, this is called PODI. You can this order from survey department, it is better to use RTI for this, ask for order copy, atlas, tippani, akarband, map of old survey number and new number.
