The best way to send the First Appeal is Under Certificate of Posting. You save all your time and money. Just make sure the letters "Under Certificate of Posting" are clearly written or stamped on the envelop. Get the certifate clearly stamped at the post office. Ask them to help you out, if you dont know how to do it.
The second best option is to send it through the APIO, City Post Office, where ever there are any customer care centres. Its the job of all APIOs of any office to foward the
RTI Application & Appeal to concerned
PIO or the Appellate Authority as the case may be.
Make sure you clearly mention in the First Appeal on your preference, if the decision should be held with or without your personal appearance.
