Disconnection of Electricity for an entire apartment

For the last few months folks from BESCOM have constantly been threatening to disconnect the electricity connection for the entire apartment. This issue is out of the 80 apartments , 20 are unsold and belong to builder/landlord. The electricity bills for the unsold apartments have not been paid. All electricity meters are in the name of the landlord as we have not been able to get it transfered to our name which is another story. So the Assistant Engineers say that since all the electricity meters are in the same name, we look at it like a single connection and since there is pending payment we would disconnect all the connections. Is this right? Can i file an RTI for this? What is the right information to ask here? I would like to basically ask if there is any such rule that lets them disconnect the supply for an entire apartment.

Thanks for the reply. I intend to ask the following

a) Are there any rules/laws/regulations/authorities for BESCOM to disconnect electricity connection to the entire apartment in case few of the owners of the apartments have not paid their individual dues?
b) If the answer to Question a) is Yes, please provide a certified copy of the rules/laws/regulations for the same
c) If the answer to Question a) is No and some official from BESCOM disconnects the connection/ for the apartment, who do we need to contact?


Is this ok? Do I need to ask more ?

Replace "who do we need to contact" with "name, designation, address and official telephone number of the officer with whom complaint can be filed in such a case". Rest is fine .
