You can apply for the information you are seeking, by filing an application under the RTI Act to the SPIO of the Gram Panchayat.Sponsorer
Your RTI application has to be as per the RTI rules and fees for UP. These are available in the Guide segment of the portal: RTI Guide

You can also file the RTI application with the District Collectors office, if you cannot locate the PIO of the village.
