Ours is an unregistered housing society located in Navi Mumbai. All the shops & flats have been sold by the builder. The builder is not registering the society with the Registrar because he has to make a payment to CIDCO, to obtain NOC, which is an obligatory requirement in this area.

Can we register the Society under the Non-co-operation Act without getting the NOC from CIDCO?
