how to and where to file complaint

we have filed appeal in maharastra state consumer forum against the judgement of additional dist consumer forum pune . the appeal was dismissed on 13.4.09by the state forum without going in to merit of the case so we submitted before the forum that we want to prefer revision in national forum against their order and judgement and asked for the copy at earliest. from 13.04.09 we have personally visited the office of state consumer forum for the copy of judgement but each time the answer is the copy is not ready and we will post you the same as per rule by register post when it will be ready . i have sent the fax on 12.6.09 requesting to supply the copy and again contacted the office of state forum personally and by telephone but till today the copy is said tobe not ready as much as 80 days from date of order . how to file the rti application regarding the same ?please guide me .

U can file RTI application with PIO of Maharashtra State Consumer Disputes Redressal Commission for action taken report on your application. It has to be as per Mahrashtra RTI Rules, fee & format - RTI Guide

1. information regarding the action taken on application dated 12.06.09sent by Rajesh k. Bhandari and Tejkumar k. Bhandari (Appelants in appeal 71 of 2009)by Fax dated12.06.09.
2. information regarding when the copy of judgment and order dated 13.04.09in appeal 71of 2009 will be ready and will be delivered to parties

3. information regarding reasons for not making the copy available till today and the delay for preparing the copy from date13.04.09 of judgment and order in appeal 71 of 2009
