I had to struggle for more than a year but finally it was a great success for me when the CIC ordered that District Education Officer should collect the lists from all the Private Schools about the admission made by them under Economically Weaker Section Category and publish them on their website under section 4 of RTI Act by 15 August 2009. The information should also include information of EWS admission for the year 2009.
In Delhi, there are more than 350 public schools allotted land by DDA at subsidized rate and these schools should provide minimum 20% seats to students of Economical Weaker Sections as per notification No. F/DE/15/ACT/2006/424 dated 25 Jan 2007. But most of the schools are not providing even 5% of the seats to EWS student.
The PIO l initially refused to provide me information saying that public schools are not covered under RTI Act but he provided me partial information as soon as I filed my appeal in the CIC.
CIC also directed the DEO to provide me all the information as requested in my RTI application.

Congratulations on using the RTI successfuly to get the info. But surprisingly, the order of the CIC does not give the reasons for its decision. It is very essential to give the rationale of the decision so that the PIOs are benefitted and note the same for future compliance. CIC should take note of this requirement. In the name of speedy disposal the system should not become the casualty.

Had you made prayer for fine for delay/ warning/ disciplinary action against PIO? Was it completely ignored without assigning reasons?
