    Dear Dr. Amit,
You can file RTI application to the PIO of the hospital.
    You can ask for:
    1. The general rules regarding the payment of arrear to doctors?
    2. What are those reasons because of which the payment of your arrear is still pending?
For details on RTI and guidance for filling your application go to the home page of this site and visit the relevant links.
For any other help do post here and members will be with you at every step.
