What Should Be The Next Step ?

I had submitted a RTI application on 10th May,2007. No reply received till 25th June,07. 1st appeal submitted . No response. 2nd appeal submitted also after two months, then SIC directed PIO for his comments/views.After about two months of submission of second appeal to SIC, the concerned PIO sent incomplete and misleading information. In this case what should be the next step ? Is there any possibility of 1st appeal to AA? or I have to complain under SEC 18 to the SIC ? The SIC is not at all interested to impose penalty, that's there are at least 9 applications pending with the concerned PIO, without receiving any response months after months. I was not allowed to attend one hearing for delay of 15 min, by AA, why they will not be penalised for this inordinate delay?

You can complain to SIC under Section 18.
Ask for Penalty and Disciplinary action against the PIO and AA.
