Income tax refund

I HAVE BEEN TRYING TO GET INCOME TAX REFUND FOR ASSESMENT YEAR 2006-07 FOR THE PAST 2 YEARS FOR OVER A LAC OF RUPEES AND MY CA HAS NOT BEEN ABLE TO GET THIS REFUND AND FIRST IT WAS THAT AS MY PAN WAS REGISTERED IN SHILLONG AND I STAY IN DELHI SO FIRST MY FILE NEEDED TO BE SHIFTED TO DELHI AND LAST DEC IT WAS DONE NOW HE IS SAYING THAT I NEED TO BRIBE THEM 10K FOR THE THING TO BE DONE . TO GET BACK SOMETHING WHICH BELONGS TO ME NEED HELP!!! WATS THE BEST AND QUICKEST WAY TO GET INCOME TAX REFUND... AM AT WITS END

i stay in dwarka... so as far as i remember the ward is as per my residence address, if this is not sufficient then let me know and i will get exact detail from my CA
