Non Supply of information sought by RTI

One of the RTI application contained the question When a particular policy will be implemented?
The reply from PIO stated that Why, When, Where etc. doesnot fall under the definition of information and cannot be provided.
Was the contention of PIO proper? If not, what action is to be taken?

Sir,

I think the PIO want to make fun of the applicant and the Act. In many cases and many RTI application people asked many questions which were very well answered by PIO's.

Hence I think there is no such limitation for applicant.

pio is correct but you have to prove that the question are orientation of seeking INFORMATION and not a descriptive form of explanation..
