Is it? Even i thought the same i.e. Attendance register of a public authority is a public document and can be disclosed in public domain.

But after the reply from CPIO and FAA of KIOCL ltd, II-Block, Koramangala, Bangalore - 560034

I came to know that it is a third party information belongs to that department which can not be disclosed.

I have attached the CIC decisions in favour of releasing attendance register information. But the CPIO and FAA turned down my RTI request.

So if anybody wants to know correct implementation and knowledge of RTI Act please contact:

    Sri S.K.Padhi,
    company secretrary & CPIO,
    KIOCL Ltd,
    II-Block, Koramangala,
    Bangalore - 560034.

    Sri S.Selvanathan,
Executive director & First appellate authority,
    KIOCL Ltd,
    II-Block, Koramangala,
    Bangalore - 560034.

They are really tremendous in answering the RTI requests. try if u want to believe.

you can go for second appeal. so that you can challenge the decision of that particular PIO and FAA.

    Dear Darbar,

Have they given any justifications for not accepting the CIC decisions that attendance register is disclosable?

You can claim in 2nd appeal that the denial is malafide as it (denial) was effected despite the relevant CIC decision quoting and that too without giving any reason why CIC decision was not accepted.

    Hi All,

To day I got notice of hearing from CIC in F.NO.CIC/MA/A/2009/000920, 923 dated 12/01/2010.
The hearing is going to be handled by Prof.M.M.Ansari on 04/2/2010.
CIC advised me to send copy of second appeal to CPIO of KIOCL.
Now can i request the CIC to conduct the hearing in form of video conferencing in NIC studio at collectorate.

    seeking advise....

    rgds.

    Yes you can.

But, please follow up with the person who signed the Notice of hearing by letter, email, fax, phone, sms, etc. again and again and again and again and again and again.............till the hearing by video conference actually takes place.

All the best with Prof Ansari.

    Prepare yourself well.

Hope for the best and expect the worst.
