CCS Revised Pay Rules 1997 Rule 7 Prov iii, (Bunching in 5th CPC)
In the Department of Labour Welfare, some Ayurvedic Doctors working in the Office of the Welfare Commissioner, Ajmer were given the punishment of reducing one increment at will by the HOD without quoting any basis or without having obtained any permission from the Ministry.
The pay was fixed in the pay scale 8000-13500 on 1.1.1996 at minimum 8000 p.m. The case was represented to the Ministry of Labour that benefit of CCS RP Rules 1997 Rule No. 7 Provision 3rd was not applied. At this , after persuing for 21/2 yrs the Ministry ordered in 2004 that the benefit be given and it was done in 2005.
In 2008 there was some hot talk in a meeting with HOD. The HOD , without quoting any orders of the Ministry did override the orders given by the Ministry in 2004 and reduced the pay of some doctors by one increment and verbally communicated that maximum three increments were to be given in such cases of bunching.
I asked whether CCS RP Rules 1997 Rule 7 prov iii was withdrawn by the Government? I represented to Director General Labour Welfare also who is Jt Secy in Labour Welfare Deptt of M/L&E. There is no reply even after repeated reminders.

If there is no reply for your repeated representations, you may file an appliction under RTI asking for the action taken on the representations, persons responsible and action taken on them etc.
