IRCTC refund

Hi Sir,

I booked a ticked PNR no 2453918034 nine months ago. Train was Shatabdi special and it was delayed by 13 hours. I did not travelled from it. I had an eticket and chart was prepared , so ticket cant be cancelled at that time. I file a TDR for it. and since then 9 months has been passed and I had not got money refunded. I contacted IRCTC customer care using phone and mail several times (20-30 times) But they never gave any satisfactory reason why refund is being delayed.

Secondly I booked a ticket PNR no 2256610703, and I could not travell. So I filed a TDR again. For this TDR IRCTC website states that money has been refunded into my acount on 3rd July-2009. but the fact is money has not been refunded to my acount. I contacted IRCTC customer care regarding it, but they are speechless regarding it.

Kindly tell me who is the responsible authority who can respond me about these problems.

Dear Sir,
As per the Rules of Indian Railways, ticket refund is been processed within 90days after the application date . However, as per the trailing case, the case is long pending since the first application through TDR process was done in the month of August 09.
There were lot of follow up with IRCTC , however, as per IRCTC communication, the case is been referred to SE Rly, Delhi division & they are unable to provide any idea when the issue can be resolved. The trailing communications from IRCTC division are self explanatory. The application to SE received from IRCTC is also attached.
GM,SE Rly, Delhi is requested to let me know where the case is lying & how long it should take to resolve.

I would like to get clarification why half the amount is settled. Moreover,
I am trying to reach TDR process Cell since I received the mail, but failed to reach as the single phone no (011-32976609 ), as communicated in mail does not function at all. They are also not replying over mail also. Even I tried to reach IRCTC customer care helpline, to have any
information regarding this, However, nobody could help me out.

With this I request you to intervene & immediately settle with TDR cell, so that I can receive the balance refund ( Rs 1900/-)as soon as possible.

I want to file RTI to indian railway, regarding cancelled train ticket refund. i have searched the PIO details in indian railway it is given separately to all zones, to which zone i needs to file RTI regarding ticket refund (booked thorough IRCTC onleine).

can i ask the following details in my RTI application.

1)I want to know the reason behind the delay in ticket refund.

2)As per their (irctc) procedure it suppose to be given within 90days from the date of TDR filed date, but for me it is already 3months crossed. how IRCTC is going to componsate the delay.

3) what is the action IRCTC is going take the person who really caused the delay.

I would like to draw your kind attention on followings
pnr no 4554698421 dt 27/ 06/2012 we has to travel from ernaculam to ahmedabad
we were party of 6 passangers and ticket was e ticket

when final chart made 3 passangers were in rac and three in wl so due to long
journey we decided not to travel as per railways irctcs ruling waiting
and rac tickets
being refunded automatically anyway we also put a tdr of the same .

And booked tickets on 28/062012 and travelled from erunaculam to ahmedabad.

We waited for refund of eticket but .i got infermation on tdr status
that refund has been rejected
how it can be rejected in this manner. When tickets are in wl/ rac and
passenger on travelled
i request you to kindly look into the matter and refund must be
issued for the same
