Dear Sumithanand, Pl submit an application to the Authority who has issued the Ration Card. You can find the the Authority in the Ration card itself. Generally, it is issued by the Food & Civil Supplies Department. The Authority delete the name in the original Ration Card and issue a certificate to this effect.
