Mode of Payment Cash....Money Order is as good as cash

In terms of modes of payment, one of the modes of payment is "cash".
Is a Money Order as good as "cash" ?
Karnataka SIC says so:

3. On issue of summons, the Respondent has filed a written submission dated
30.8.2007. Complainant’s representative states that the further fee sent though the money
order is nothing but cash as the postal authority delivery the cash only. Respondent states
that there is no provision in Karnataka Right to Information Rules, 2005 to pay the
further fee through money order. However, the Commission noted that the money order
sent by the applicant is as good as cash. Therefore, the Respondent should have accepted
the money order and should have provided the relevant information. Therefore,
Respondent wrongly rejected the request.

CIC does not accept "Money Order" as a valid mode of payment:

In the absence of the Appellant, the Commission heard the Respondents
who stated that the RTI-application was accompanied by a money order of
Rs.10/- which is not the valid mode of payment for an RTI-application.
However, they wrote to the Appellant that the information desired by him had
been collected and that he should send Rs.24/- towards photocopy charges for
12 pages. This also the Appellant did not do. The Commission, therefore,
directs the Appellant to send the initial fee through a valid mode of payment so
that his application can be replied to. In the meantime, the Commission directs
the Respondents to send back Rs.10/- which the Appellant has sent through
money order. In

Another decision of the CIC stating Money Order is not the correct form of payment.

On going through his RTI-request, the Commission found that the applicant had in fact remitted his RTI-fee through a Money Order which was not a valid mode of payment under the RTI-Act. The Commission, therefore, dismisses the case.
