Transfer matter is not personal...details can be disclosed

In a recent decision, the CIC has observed that transfer matter is not "personal" to the officer and files related to the transfer must be disclosed:

As regards items 1 and 2 of the appellant’s RTI-application, the Commission sees no reason why this information cannot be provided to the appellant. Any matter of transfer of an employee of a public authority is not that officer’s personal matter. It is an action by a public authority in giving placement to one of its employees and hence is liable for disclosure.
