Since ICAR is an autonomous organisation and is not a Government Office or Department, its employees cannot be considered as Governement servants. Logically their Officers, other than those on deputation from Government and those who hold post in Government, such as Secretary, cannot be Gazetted Officers. However, you can get a categorical information by filing an application under RTI to the PIO of ICAR!Sponsorer
