Incomplete information

I had applied for information related to promotion policy of staff and officers of an organisation. However, i was furnished policy relating to staff but not officers. Does this constitute incomplete information under the provisions of RTI Act?

If seperate policies of Promotion for staff and Officers are adopted in that organisation, then the information provided is incomplete. If the policy for staff and officers are same them you have provided complete.

As there is a separate policy for staff & officers, the information is incomplete.However, what is the recourse now? whom to approach?

You will have to make a First Appeal against the order of the PIO.
The First Appeal has to be made to a officer higher in rank than PIO.
Normally every PA has designated a First Appeal Authority (FAA).

If under central rules, then no fee to be paid for first appeal.
If under Maharashtra rules, please check the rules and act accordingly.

The ground for First Appeal will be Sec 18 (1) (e)...."incomplete information".

Plea/or prayer in appeal should be to "instruct the PIO to give complete information".
