    Default Mode of payment, if application is made by email ? CIC asks DoPT to examine seriously

    Based on application by Shri Anil Agarwal, CIC has recommended to DoPT to consider bringing the practice of receipt of applications and fees in conformity with Section 6(1) of the RTI Act through the fullest use of electronic means.

    Therefore, there is no further information accessible under the RTI Act, 2005 and therefore held by the DoPT or under its control, which has not been provided thus far, which renders the appeal unsustainable. Nevertheless, under the authority vested in us in section 25(5) of the RTI Act this Commission recommends for the consideration of the DoPT, means of bringing the practice of receipt of application into greater conformity with section 6(1) of the RTI Act, through the fullest use of electronic means. Thus, the request of applicant Shri Agrawal in 1st appeal cited above may be examined seriously, with all aspects being considered including reliability of systems at present in place for payment by credit cards, before taking a decision on this subject.

    The details of the application and the due process can be seen in the full decision of the CIC attached herewith.

    Exchange of information must be made easy if it will provide satisfaction and justice to our country citizens. Why we are hard to provide informations needed by public. We indian are very honest and devoted to country.

    Sirs,

    In the present era of IT, the information that we are asking through RTI by giving an application is also shows that we are backlog. Because to be more transparent working of Govt. and other organization, all such information should be available on the Website of their respective department and companies.

    It is a good news but to my utter surprise I had sent an application via registered post and concerned dept neither issued a receipt letter nor did I receive the AD form. I was having the receipt of registered letter but in case of email how to prove that a information has been asked?
    Making payment is not a big problem as all most all the banks have adopted core banking solution. The fees can be deposited to the account No. of the dept which can be known with the acknowledgement from the concerned dept they can give the account Number via email and the fees can be deposited in the account, the entire process can end latest by next day.

    recently the email is accepted for the mode communication as authenticated, and there are guidlines given to all government departments, in case you application is taken up once, then forward to the next higher level alongwith attachement, and the next time to executibe authority concern

    Any development in this front. Has DoPT come out with any new rules of accepting RTI applications through electronic means?

    It is common practice of Sambalpur Division of East Coast Railway to return IPO favouring Accounts Officer and asking for fresh IPO made payble to FA & CAO East Coast Railway Bhubaneswar. The appeal to FAA also was also invain. The Reply of appeal was what the PIO has done was correct and inline with RTI act though circulars of DOPT F 1/2/2007 IR dated 23/3/2007 and F 10/9/2008 IR dated 05/12/2008 were also enclosed. I feel fine (Rs 10 and Speed post charges) for asking information from the seeker was collected before the information was given The appeal to CIC on this is till neither registered nor the complaint to CIC has worked. It is my conclusion that the RTI act is childs play for the PIO, FAA and CIC.The together harass the information seeker as policeharsses the FIR lodger. A PIO or FAA Dont care the circulars issued by CIC as no action is taken action by The issuer of the circulars. It appears like some nexus between all government officials who still like to maintain secrecy like british india.
