RTI in Uttar Pradesh and Bihar 
Since last two years, I have been bidding for Govt. tenders (e-Govt projects) in Bihar, Jharkhand and UP.
No one communicates any reason for rejection and detailsabout the winners.
In spite of repeated request no one answers.
I need to know the process to use RTI to get Information.

For a novice, it will be better to make an application to the Head of the Department, who will pass it on to the PIO all by himself. State that you are a citizen of India and seeking information as a citizen of india. Enclose reuisite fee (Mostly Rs. 10.00) by MO/DD/IPO. Send it be Registered Post. Apply to the Post Master concern about the delivery report of the letter after a week. You should hear from the PIO in about 5 to 10 days regarding receipt of your application and action within a month thereafter. Most Post Offices has also bben declared APIOs. So you can give the Application to a Post Master-APIO, who is duty bound to deliver it to concerned PIO as per address provided by you.
