    If the NGO is being financed by the Government or any of its instruments, then it is a Public Authority as defined in Sec 2(h) of the RTI Act.

    Even the Private NGOs, who are not receiving any funds from the Government can be made answerable through their controlling Govt Office where the filr returns/information.Govt can be asked to divulge the information under RTI

    NO*

    * Mere registration under any act shall not make them fall under the RTI Act per se, i.e. they need not have to declare themselves as Public Authority.

    They have to fullfill certain other criteria to be elligible to become Public Authorities themselves.
