RTI against builder

Hi,
I would like to know how to post an RTI Complaint on a builder in ranchito get information whether he pays taxes to income tax dept. Because after several repeated requests he refuses to provide the payments reciepts that we paid for a house through proper channels and claims that all the builders does the same.

I am 100% sure he was not paying any tax because we paid money to different banks through channels and it might be legitimate but the builder opened 4 bank accounts and we sent money to all four.

I went to RTI website and was unable to find for ranchi service area to post a query to AP service area Income Tax Dept

Ministry of Finance --> Dept of Revenue --> ??
