Huge Brokerage is collected for a rented flat with no proper receipt.

Hi,
My question here is, a huge brokerage is collected in Mumbai for showing a flat for rent and that too with out proper receipt. are that really showing this amount as taxable income? probably not. where can i complain about such acts of cheating the nation and robbing the common people. quick response is appreciated.
