For indian railway, you can send Rs.10/- by indian postal order. for proforma and guidelines pl visit my blog. U can get address of CPIO on railways website. For all central govt offices it is Rs.10/-.

For the application fee of Rs. 10.00, you can send a IPO (leave the in favour of line blank) and say at the end of the application:

"Enclosed is a IPO Nr.........dated........for Rs. 10.00 towards application fee for this RTI application. Kindly fill in the appropriate name on the IPO, since there is no information about this listed on your website"
