PUNE, Mar 25: The Right to Information (RTI) Act after all is not as dreadful as most of us have come to believe it. Officials are still managing to escape its teeth. Take the case of an executive engineer with the Pune Municipal Corporation (PMC) , who clearly takes the cake for being fined for a record 34 times for having failed to provide information sought under the RTI Act. The penalties made Pawar poorer by about Rs 35,000, but his career graph moves up every year. An application moved by a social activist, Vihar Durve, has revealed that Pawar was slapped fines ranging from Rs 1,000 to Rs 1,500 on as many as 34 occasions. "These officials hold powerful offices and cannot be allowed to go unchecked.", Durve said talking to The Maharashtra Herald. |

There is a saying in Malayalam " When a pepal tree grows from the ' bottom ' of a shameless man he consider it as an ornament " or some to that effect. In the case , how come his superiors did not initiate any dicipliniary proceedings against him for habitually committing an offence warranting penalty and the SIC also did not enhance the extend of punishment subsequently ? " FINE " is considered as 'CONFIRMATION OF COMMISSION OF MISCONDUCT'. Sustaining punishment for MISCONDUCT is suppossed to be recorded in his service book every time and naturally should have made him not eligible for advancement in career. There is no reason for his disciplinary auithorities in not issuing him Show Cause Notice. There appears something FISHY |
