I tax is Public Authority under Central Govt. so RTI fee Rs. 10 (D.D./B.C./IPO) in favour of 'Accounts officer '

You can use the Post Office route to file a RTI.

Your assessing officer (ITO or AC) of your ward/circle is the CPIO.
This is the same assessing officer to whom you submitted your IT return.
