1. You can send your RTI application by Registered Post AD.
So that your AD card (after it is returned to you) acts as proof of submission.
2. Application fee of Rs 10.00 can be sent by Indian Postal Order (IPO) available at any Post Office. Just leave the "pay to...." field blank and say at the end of your application:
"Enclosed is IPO Nr.......dtd.......issued at......... for Rs. 10.00 towards application fee for this RTI Application. Since your website does not state in whose name the IPO should be in, the "pay to" field is left blank. Kindly fill it in and inform me accordingly"
