Hi There, I had applied for my passport in July'07. I had recently moved to Andheri then.Hence my application demanded i give my previous address proof too 9.i.e vasai falling under Dist Thane). The local police (Andheri) cleared my verification however i had to have vasai police clear it too. After a month i receive a letter from Passport office worli to come there. On meeting the Passport officer i was told photographs were missing from my application and vasai police is yet to clear it. I gave the reqd. photographs. Then i went to Vasai police station where i came to know my file never reached them. They asked me to contact Thane passport office, Did that and they say they too never received it. Then my father went to the passport office. With the help of an opfficer there the same file was "reopened" (i also filled a new pp form)as by this time i had already spoent 1 year at andheri and second address proof was not reqd. Again police comes for verification and now they say they never received the police report (Andheri police did give me the outward number) and i have to get vasai report cleared and also fill out a new pp form. Please advise what must i do. Filling anew PP form is again a lot of hassle. I want to know where did Andheri (DN Nagar) police report go and why is my passport being delayed. PS. a similar issue was faced by my brother and his file too was "reopened". We both went for the verification the same day to DN Nagar Police station (the second time) and his report has been received by the passport office. Our reports were also sent by police to passport office the same day. If his is cleared why not mine? Can anyone help me out and tell me whom i must contact and how exactly must i go about sending an rti application and also what information should i "precisely" ask for? First of all ,please go through FAQ section of this portal, its there right on top ,in green, third from left. This gives you literary everything on RTI Application, format, how, where, whom etc.Your application will be addressed to Regional passport officer(for kind attn of PIO) Worli. You have to give background of case in brief like what you have mentioned here and ask for reasons for delay and time as to when your passport will be issued. It is a simple procedure with assured success . Good luck. |

In summary, the current status seems to be that D N Nagar Police verified and claim that report was sent to RPO Mumbai but RPO says no such report received from police. Apart from RPO Mumbai, I think you should also file a RTI Application with the D N Nagar Police Station to get information on: 1. What date did they receive the papers from Passport Office 2. What date was the person (that is you) called to the Police Station fro verification 3. What was the covering letter number or bundle number under which your verification report was sent to RPO Mumbai. 4. Certified copy of the above mentioned covering letter Once you have this matter will be crystal clear and you can confront the RPO. But knowing how the RPO works, you will have to file a simultaneous RTI application with them based on suggestion of opsharma in the previous post. |

Thanks a lot. One more query. Can the same be submitted by post or would it be advisable to personally go to Mumbai Passport office and submit it. Can anyone advise if i can pay by cash the application fee at Mumbai Passport office or must i have a DD in the name of the RPO (as mentiioned in passport.nic.in) |

It is advisable to go all the way to RPO to submit your RTI Application and get a stamped receipt on your copy. If you are not in a position to do that, you can send it by Registered Post AD, so that the AD card acts as a proof of submission (after it is returned to you by the postal department). Application Fee of Rs. 10.00 can be paid by cash, B/C, D/D or Indian Postal Order (IPO). IPO is available from any Post Office. Just leave the "pay to" line blank, cross the IPO and send it with your application to the PIO with the comment: "Enclosed is a IPO for Rs 10.00 , IPO Nr......dtd.........issued by PO:.................. towards application fee for this RTI Application. Kindly fill in the "Pay to" field at your end since I cannot find any information on your website as to in who's name should this be". |

First contact RPO either mail/email and tell the situation and clearly mention in your mail that if not replied with logical sense forced to use the RTI. First do that mail id is rpo.thane@mea.gov.in |

Puja, The details of the PIO can be located between pages 68 and 78 of the following manual: http://www.mumbaipolice.org/right_of_information/CP.pdf Please also remember that your RTI application to the RPO has to be under RTI Rules for the Centre while your RTI application to the D N Nagar Police station will have to be under RTI Rules for Maharashtra, which are available as a attachment to the following post: http://www.rtiindia.org/forum/2370-n....html#post8213 |

Yes, RTI application for central Public Authorities (RPO is one) can be submitted via designated Post Offices. The designated post offices in Mumbai are: Mumbai Central Manager (CCC) Mumbai Central HPO, Mumbai - 400008 23071296 / 23090284 23060623 ssp_west1@rediffmail.com ============================ Mumbai GPO. Manager (CCC) Old GPO Building, Mumbai - 400001. 22623120 / 22620343 22623120 / 22621499 / 22622323 directorgpo400001@yahoo.com ============================== Can I also request you for two more things: 1. Please continue with the RTI Application process till its logical conclusion even if you get your passport. Many applicants forget to carry on or give up the RTI process as soon as the problem is solved. This results in the officers at RPO committing the same mistakes again and again. If you carry the process till its logical conclusion, you will be of help to other citizens who will get a better response from the RPO in future. 2. If the RTI route helps you in securing your passport, please try to convince everyone in your immediate family, friends, neighbors, colleagues and even your enemies to use RTI for their regular problems. You can give your own example of success. Please also share your success story in the relevant section of this forum so as to encourage new users. All the best ! |

Thanks Karira, At the Police Station to whom should i exactly handover the application. I believe it will be addressed to the Assistant Commissioner but then i guess it would not be the procedure to hand over the application directly to him. Please correct me if i am wrong somewhere |

Puja, Please do not worry. Be confident. It is as easy as it sounds. All of us here filed a RTI application the first time in our lives. 1. Just walk into the place whose address is given in that document (I saw some Andheri address). There will be a board there saying who is the PIO and the Appeallate Authority under the RTI Act. Otherwise, just walk into that office and ask "Who is the PIO here under the RTI Act 2005. I want to submit a application". Hand over the application with the payment and get your copy stamped, dated and signed. You can send it by Registered AD too. 2. GPO route or the Registered AD route are both possible for RPO. You do not have to go to hand over your application personally. You can send it through someone else. |

In my last entry i have mentioned that RTI should not be considered as first solution of any problem.First knock the other doors after that no solution then use RTI |

Hi Puja, All said and done, you must live in a place for atleast six months to get cleared for Police Verification. In some cases, this period will be longer. Since you have applied in July 2007 and later moved to Andheri, I believe that you did not meet the requirement for verification. So, don't panic and do not confuse with the matter yourself. Good luck |

Thanks Murli, I am surelu\y "NOT" confusing myself. If u apply for passport before compleing a year at any place u need to have police verification from 2 places. 1.where you "were" staying and 2.where you "are" staying. I moved to andheri in jan btw. so i followed the correct procedure for giving 2 addresses. Its verification at my previous residence which was held up. Later since passport was delayed vand i had already completed a year at andheri in 2008 i had the file "reopened" but with one address.i.e andheri (on advise of a passport officer at passport office",againthe verification and again held up. Same happened with my brother but that os through. Hope it clarifies |

ambrish.p & bbmurali_2000, May I request you to read the persons complete case and background, understand the current situation, and then give suggestions to the poster. Puja's posts are very clear. Please re read her posts and offer her suggestions. ====================== ambrish.p. Puja says in one of her posts: "I have been to Mumbai Paasport office..No one really helps you out there .Infact no one is even willing to talk and the long ques are not to be mentioned. ........................." In such a situation how will sending emails to Thane RPO work ? Her passport application is with Mumbai RPO not with Thane RPO. ============================= ambrish.p, May I ask you if you have ever sent a email to the RPO or know anyone who has sent a email to a RPO ? Please share with the forum, what was the response. |
