help on how the various municipal bodies function..

..hello...i'm new to this so i'll need someone to tell me if i'm doing things the wrong way, but there's something that i've wanted to know for quite a long time...how exactly do the municipal bodies function?(i'm mainly interested in garbage dumping and how its being managed by the government in different parts of the country right now, but i'm sure there's a lot of other stuff that i'll be interested in)...also im very clear on the fact that its going to be very hard for people(especially us college going people who've got loads of time on their hands and would like to make a difference to the way things are working) to do anything without knowing how the municipality functions in the first place(i'll elaborate on what i mean if i get any sensible replies to this thread)....so i'd really appreciate it if someone told me or referred me to someplace else where i could find out about things...thanks..
