No. Views certainly not. But documents, yes. Even from courts. Kindly don't give your email address, phone no. etc.

I am answering this since it is now in "Ask for a RTI query thread".

You can certainly ask for any opinions/advices/views which are already available on "record". For example a consultant might have given his views if a project is feasible or not, or the law ministry would have given its views to another ministry on a particular subject.

You cannot elicit the views of the government or PIO .

This is only possible, if you word and draft your application very very carefully and depends on the subject matter.

If I want the PIO or PA take notice of a violation, i cannot ask for views under RTI , then how do i frame the question forcing them to take notice of it and take action.
say some officer violtes a procedure.

If I ask, please confirm that violation.


DOES THAT MEAN IT IS ASKING OPINION.


If I ask,

please confirm rule postion that justfies this violation

please confirm what are the rules that justfies this violation

please provide list of organzation violations that comes under this procedure

IS IT OK OR ANY BETTER WAY TO PUT ACROSS

You may ask like this :

Does the record contain the views / opinions of any officer/authority on such and such act of so and so officer? If so kindly supply me the certified copy of the views/opinions.

If a particular authority is duty bound to take cognizance of certain act and he/she does not do it then you can ask for action against that authority (not under RTI ).

1. Please provide me certified copies of any rules or regulations which deal with the subject of..............................
2. Please provide me with a list of Officers, Designation, Address and Telephone numbers who have violated the rules mentioned in item 1 above
3. If any action has been taken against the officers for violating the rules or regulations as mentioned in item 2, please inform me the details of the action taken, if any inquiry held, outcome of the inquiry and the final action taken on the officer

Just modify the above based on the particular situation in your case

I am seeking some accountablity of voilations of Ex officals in following manner


Please provide me rules and procedure of how HQ 'A' should assess any arbitrariness in the process or voilations of its HQ established norms by its present or Ex official.


(I) How are violations of established processes dealt in HQ 'A' ?

(II) How are violations in HQ 'A' reported to higher HQ

(iii) How is HQ 'A ' taking action against an Ex offical in violation of organization process

(iv) If any action has been taken against the Ex officers for violating the rules or regulations as now reported by me , please inform me the details of the action taken, if any inquiry held, outcome of the inquiry and the final action taken on the officer

(v) If no accountablity of Ex offical is there, please specify reasons.

(vi) Does the record contain the views / opinions of any officer/authority on such voilations and what does the record says how such officer be dealt with
