But The Regional Zonal Office say no u r not entitled .....

I with wife & child wish to avail one All India Block to visit to Aizwal, Shillong. My wife is a central Govt. employee, she is having 4600/- Grade Pay. My wife is Group B Non Gazetted. The circulars listed at
Circulars in Establishment this site don't say anyting about Grade Pay. Even Swamy's book Ltc Rules Book 'C11' is also silent regarding Gp.
I infer she is entitled to travel to Shillong, Aizwal from Bhopal Air Port.
But The Regional Zonal Office say no u r not entitled .....
They say there is circular regarding GP 5400 or above are only entitled.
And u r entitled from Guwahati or Kolkata.
Please help me to sort out the problem.
Till date they have reimbursed form Guwahati or kolkata to the all non gazetted group B employees.

Pl. suggest , help
