Whether PIO/AA refuse to give reasons for administrative decisions

PIO/AA (Railway Board) is always citing DOPT cir. OM 1/7/2009 of 1/6/2009 which says as per High Court of Goa judgment of 3/4/2008 reply to questions as to "why" need not be furnished by PIO and on this plea do not provide any reasons for administrative decisons taken, which are not in conformity with the Rules/instructions in vogue. Latest DOP OM 1/4/2009-IR of 5th Oct 2009 Guides to PIO/AA in para 9 - Providing Reasons for Decisions clearly reiterate that Public authorites take various decisions from time to time which affect the interest of certain persons. It is mandatory for the concerned PIO to provide reasons for such decisions to the affected persons. Whether latest instructions override earlier ones in OM of 1/6/2009 and whether PIO can simply continue to take shelter under this OM of 1/6/2009. Kindly clarify.
