Water connection to new buildings in mumbai and thane city

I remember reading in newspapers that water connections to new buildings being constructed in Mumbai and Thane city are not being given by their respective Municipalities on account of water shortage due to 25% less rainfall in July to Sep 09 monsoon.

Is this true? Have water connections to upcoming new buildings completely suspended ?

Please let me know.

When will these sanctions be given ? Is it only after the next monsoon, if it is normal.

Please let me know urgently
