Rti against ccs university

Repected Sir, I have one query...
Sir there is a student "A" pursuing BCA from a Business School, say B, situated in Delhi. This Business school B has an agreement with another Business School C situated in UP study center of Chaudhary Charan Singh University. Thus students pursuing BCA from Business School B are in actual students of Business school C of CCS uninversity. Now, that student A has not recieved his second semester marksheet. While the marksheet of the first semester has been duly recieved. On presenting this case either before business schools B and C that student has not received any response therfrom and no reason for not recieving marksheet is not being disclosed. What should he do? Should he file RTI against CCS university ? if yes then what is the procedure for that and what is the format of RTI

The student is only a student of school B and not that of the CCS university, since all the fees are paid only to school B. It is possible that he might have been permitted to appear for the exam at CCS university through some arangements/agreements among B, C & CCS university. Without knowing the complete details of all such arrangements, it is not possible to give precise answers on the RTI aspect of your query. For the present, the student may be advised to pursue the matter with school B, to whom he has remitted his fees.

Thanks sir...but the student is the student of CCS university aslo because the student is getting marksheet of CCS university not that of the school of B and C. C is the study center of CCU University and B is in agreement with B. What is the procedure of RTI ? is there any format for that as a general question?
