You can address you IPO to "Accounts Officer" and send the RTI Application by Registered AD.

Please visit the Guide segment for further help.

Just "Accounts Officer" will do.

As per DoPT circular dated 23rd March 2007, Public Authorities are supposed to accept IPO's in favour of "Accounts Officer".

Please see the full circular here:

DoPT Circular re designation of PIO/Mode of payment/Cheque in favour of/application format

Further, as per Item 24 of the circular of DoPT issued on 25th April 2008, even if a Public Authority does not have anyone by the designation of "Accounts Officer", it is supposed to designate some officer as "Accounts Officer" for the purposes of accepting fees under RTI.

Acceptance of Fee
24. According to the Right to Information (Regulation of Fee and Cost)
Rules, 2005 as amended by the Right to Information (Regulation of Fee
and Cost) Rules, 2006, an applicant can make payment of fee in cash or
by demand draft or banker's cheque or Indian Postal Order payable to
the Accounts Officer of the public authority. The public authority should
ensure that payment by any of the above modes is not denied or the
applicant is not compelled to draV¥IPO etc. in the name of any officer
other than the Accounts Officer. If any public authority does not have
any Accounts Officer, an officer may be designated as such for the
purpose of receiving fee under the RTI Act or rules made thereunder

The full circular can be viewed at:

DoPT Circular - Guidelines for Public Authorities under RTI Act 2005
