kerosene quota for agriclture pupose

One of my uncle has a Ferguson tractor (he is the only person in jaunpur, who does agricultural work with this kerosene driven machine). It was purchased in 1954 and from that time quota of 660 lts. /month kerosene oil was given to him (quota is given from district supply office). In year 2004 new quota of 440lts/month was decided. Two months back at the time of renewal he was denied for the same. In hamirpur & lakhimpur (districts of UP) quota is still in existence and farmers who have these kinds of machines enjoying the benefits. He needs help in filing <ACRONYM>RTI</ACRONYM> for the same so he may get the useful information and so the quota may be continued. Please tell me to whom to address and what to ask so he may get the useful information.

Im not to sure about the ration system and the departments concerned. However since this thread has remained unanswered for very long, and under the assumption that you still require this information, I would suggest that you simply address the letter to the SPIO at the DC office in the district that Jaunpur might fall under. Let him worry about sending it to the correct department.

I sent RTI application to District Supply Office in both districts(hamirpur & lakhimpur ), where quota is still in existence. Jaunpur is also a district in Eastern U.P.. Now 25 days over and no reply. Please suggest more questions too.
A)Whether i go for FA after the expiry
B) file new application in these districts(hamirpur & lakhimpur ) edited version.
C)fresh application in Jaunpur.
Que. in the application:
1)What facilities are provided to farmers by state government, which lie under the authority of your department? Kindly provide the details of them.
2)What rules have been fixed by the Hon’ble state govt. for deciding quota for such farmers, who use kerosene driven agricultural equipments? Kindly provide attested copy of such order.
3)How many such farmers are there in the district, which have been given quota of kerosene oil for agricultural work? Please provide attested copy of the letter by which it has been granted.
4)Is there any quota fixed for providing kerosene oil to those farmers who use kerosene driven agricultural equipments? This facility provided to them is given through center/s under public distribution system or they are entitled to draw their quota from dealers.
5)Have you/department has received any request letter/s from the side of farmers to increase quota of kerosene oil at the onset of farming season? Has the department taken any step to bring this concern in kind notice of Hon’ble State govt./administration (any request made to Hon’ble state govt./administration for increase of quota in the said season) Kindly provide attested copy of that letter.
