Would like to know
1. whether an appeal can be made with the CIC against the decision of the SIC.

2. What if the decision of the SIC is not implemented.

Abnsolutely " No ." The CIC has no jurisdiction over the SICs. Legally dis-obedience of orders of the SIC by the authorities concerned is a criminal offence punishable under the IPC. You should report this to the SIC as well as to the superior officer of the delinquent official. Lately, the CIC has been taking serious view on this and there are specific orders of theCIC on the subject directing the public authority to initiate action . As for as SICs are concerned, in certain States they have been taking it casually. Please post as to which SIC your case pertain so that members of this forum can up-date you.
