By the very name NGO are non governmental and any person with a socail cause in the heart can start a NGO. They seek grants from the Govt. Body as well as from the Private companies and Individuals.
I understand Ministry of social justice release some grants to NGOs
Ministry of Social Justice and Empowerment : Grants in-aids to NGOs
It does not mean that other ministry cannot release the grants. All these grants from the allocated funds to the respective ministry. In order to track the grants of NGO either a regulating authority is required or you need to get information from their annual reports.
