A nationalised bank has declined access to its internal rules, manuals, instructions under its control or used by its employees for discharging its functions, though it is accessible on demand under section 4.b.v by public under proactive disclosure. Its contention is that they are confidential and for internal use only. Inspection with the help and presence of a chartered accountant and advocate is also declined. Members may reply to enable my friend to file complaint under sec 18 to CIC
