Need Help: Not under purview of rti

We come to know that certain private hospitals are not implementing minimum wages act and paying meager salaries of Rs. 600 to 900 to their employees. Some time employees are made to work for more than 12 to 16 hours with out extra pay and holidays
So we filed RTI application with the Labor department



1. asking list of employees working in each hospitals/ their wages/ since how long they are working/ over time paid by the employer and way minimum wages are not implemented in hospitals.



2. Obligatory duties of Labor department?

For which the PIO replied that Private hospitals are not registered with the Labor department under any statute hence the data is not available with them.
aggrieved with the reply of the PIO we made a first appeal with the FAA the FAA express the same view
