No Foriegn visit in last more than 25 months

After disclosures through RTI in FEb.2008 not even single officer has made a foriegn visit I hope progrees of Chandigarh has not been hampered in the last 25 months.May be that some one can throw light on the issue.Saving of expenses may be over a crore of rupees per year.
