Pl navigate its GUIDE [RIGHT HAND SIDE TOP OF THIS PAGE] AND ALL ABOUT RTI ICON on home page of this site to learn about RTI, which will help U in dealing with govt depts. As for your query, U can ask both the things from any govt dept/organisation [state or central govt-from Panchayat to President] through RTI.
