I wish to file an RTI against Nagpur University. The brief case is as under: - Nagpur University has changed its name to "Rashtrasant Tukdoji Maharaj Nagpur University" from "Nagpur University". All degrees issued post this change of name are so endorsed. The problem is, this change of name has not been included in the Second Schedule of the Central Universities Act as also with Dept of AYUSH, Ministry of Health. This implies that any degree issued by "Rashtrasant Tukdoji Maharaj Nagpur University" are technically INVALID, thus putting the careers and degrees of lakhs of students studying any degree course, especially homoeopathy, medical, ayurvedic and Unani courses in jeopardy. Cases for registration are pending with the Central Councils of Homoeopathy, Unani and Ayurvedic courses as they have said that either the University gets itself registered in the second schedule or else all these courses conducted by them are illegal. Please advise - Whom should I address the application to and the exact wordings of the query so that it benefits the lakhs of present and former students of this University so that they do not suffer for the callous attitude of the authorities. |

pak29, I suggest that you file 3 separate RTI Applications: 1. To the Vice Chancellor of the University: On what date was the name actually changed. Certified copy of any notification, circular or any other document that shows and confirms the date as above. What are the steps that need to be taken before the University can be included in the Second schedule..... Has the university administration taken any steps to be included in the Second Schedule... If yes, please provide me certified copies of all documents, papers, etc. which show that steps have been taken. Names, designations, addresses, office telephone numbers of ALL officers of the university who are responsible for getting the university included in the second.... 2. Department of Ayush, Ministry of Health: Ask for information regarding any communication, decisions, actions taken, names of officers, etc (just like to the University) regarding registration of this university in its new name. Just expand this into several pieces of information. You can aslo ask Ayush as to what happens to the degrees awarded by theis University in its new name in case it is not included in the Second.... 3. Ministry of Education: Ask directly about the incorporation into the second schedule, what steps have been taken, what steps still need to be taken, names of officers involved, why there is so much delay, when application was received for inclusion, if recieved at all, daily progress of the application in the ministry, any minutes of the meeting, etc. Since you are in Delhi, you might like to ask for Inspection of all records, files, documents, communications, file note, etc to the Ministry of Health (Ayush) and the Ministry of Education, since both are located in Delhi. If you need further help, please upload a draft of your application here and our helpful members will be glad to give you suitable suggestions for additions/modifications, etc. |

thank you very much for the promp reply. I will prepare a draft and request for assistance again. May I also request all forum members to highlight this to everyone in Nagpur University as this has severe ramifications for all the students studying there from 2005 onwards especially in the field of Ayurveda, Unani and Homoeopathy. Same will be applicable to Medical degrees also regards pak29 |

| Dear Karira, Please find three applications (attached as Word Files) as you had advised. I have tried to incorporate suggestions given on many sites with regard to RTI applications and then made my application. Please vett it and let me know if I need to edit/delete/add anything to these. I have not been able to find the PIO for Nagpur University. Should I address it to the Vice Chancellor or Registrar or leave it as the PIO. thanks, regards pak29 |

pak29, I am sorry , I was very busy with work related issues and did not participate actively on the forum for a long time. Your applications are perfect...just add the following line in the beginning somewhere in each of the applications: "I, Mr.............., a citizen of India, would like to apply for the following information under the RTI Act 2005" I hope you checked the addresses of all PIO's and also the relevant rules (State or Centre) for the payment of fees and the mode of payment. |
