RTI, let me point out that the main function of the Defence Forces is prevent external aggression and not maintaining internal law and order problems of the country. Internal law and order is the responsibility of the Police. The basic principles of defence forces is that anyone who obstruct or oppose them from performing their duties is ENEMY. The Armed Forces are tained to function that way and they can function only in that way. It is absolutely wrong on the part of government to deploy the Armed Forces for maintaining internal law and order problems. They cannot perform their duties unless they are allowed to perform their duties. One cannot entrust responsibility without authority. The solution is to withdraw Army from those areas and entrust the responsibility to Police. In that case there won't be any requirement of AFSPAat all.
