Since it is a central govt public authority, U can pay Rs.10/- by indian postal order in favour of "ACCOUNTS OFFICER, DGCA" payable at New Delhi. DD would be costly. Postal order is available in nearby post office with Re1/- com.

Excess payment may help you if you are asking for photocopies of some information. But do remember that you will not get refund of your excess payment in any case. As advised by wehelp, do remember to mention the amount in your application.
