Need Help: delay in reciept of passport sent for renewal and change of address

I had applied for renewal and change of adress of my passport.the date of application was 19th Feb 2008.my previous passport address was of Calcutta and I want it changed to my present address in Delhi.I visited the passport office at Bhikaji Cama Place,New Delhi, twice.I finally sent a letter to the RTI via speed post and also hand delivered it at the counter in the passport office and paid a sum of Rs 10/on the 20th of June 2008.
By when should I expect a reply from the RTI?
Is there any way of tracking my letter to the RTI. My reciept no. for the letter deposited to the RTI is DLHF00396808
Please RTI INDIA Administrator advise and help.

since you have filed your RTI application personally in the office of CPIO, Passport Office, Delhi on 20/06/2008, your reply gets due on 19/07/2008.

now you can either file a secont appeal to the first appellate authority or you can directly file a complaint to the CIC under section 18 of RTI Act 2005.
